The country of El Salvador continues to advance in the development and implementation of the Electronic billing as part of a project considered “high impact” by the Ministry of Finance. This project is an integral part of the Digital Agenda Plan, a government plan executed between 2020 and 2030, under the supervision of the Ministry of Innovation.

In August 2022, the Legislative Assembly approved a “Decree” that updates 14 articles and presents new elements to the Tax Code. The main purpose is to establish regulations for the issuance, transmission, reception and invalidation of Electronic Tax Documents (DTE) for electronic invoicing.

This decree grants the Tax Administration the power to establish formal requirements for various types of DTE such as electronic invoicing, as well as rules, deadlines and conditions for compliance with the obligation to issue these documents.

In addition, guidelines are established for the conservation of Electronic Tax Documents, which must be maintained by taxpayers for ten years from their generation. New features are also introduced in version 1.4, such as rounding and slack rules, specific structures for Excluded Subject Invoices and Donation Receipts, and the addition of catalogs and annexes.

As part of this modernization process, the portal has been created “Know Date to be an Issuer” by the Ministry of Finance. This portal allows taxpayers to verify if they are required to be issuers of electronic invoicing and know the corresponding date, simply by entering their NIT.

Billing for El Salvador

In the pilot phase, the Ministry of Finance is working with 50 large companies from various sectors, including the participation of EDICOM, which already issues electronic invoices for one of its clients.

The general objective of this reform is to modernize the Tax Administration to improve efficiency in the transfer of information and strengthen controls in an effective and transparent manner. The Government of El Salvador seeks to establish an electronic Government close to the user and aligned with the Economic Takeoff Plan.

Among the notable benefits of electronic invoicing are economic and environmental cost savings, the opening of new trade channels, the stimulation of the use of electronic commerce and new technologies, as well as the generation of new business and employment opportunities related to electronic billing. In addition, tax collection is expected to improve by approximately 1% of GDP with the implementation of this system, according to the Salvadoran Ministry of Finance.
